Leh, June 28:  Reinforcing its commitment to good governance and development, the Union Territory administration in Ladakh has unveiled new recruitment rules for the post of Assistant Registrar in the Ladakh Cooperative Department. This initiative aims to establish a streamlined, fair, and efficient process for appointing qualified candidates.

The significant announcement, made by the Ladakh Administration on June 26, 2024, details comprehensive guidelines that will govern the appointment process henceforth. Officially titled “Ladakh Administration, Assistant Registrar in the Ladakh Cooperative Department Recruitment Rules, 2024,” these rules were enacted under the powers conferred by the proviso to Article 309 of the Constitution of India and the Ministry of Home Affairs Notification No. S.O 5088(E) dated November 13, 2022. The rules came into effect immediately upon their publication in the official Gazette, setting a new precedent for recruitment in the region.

A notification issued by the Ladakh Administration outlines various facets of the recruitment process, including the number of available posts, their classification, pay level, recruitment method, age limits, qualifications, and other crucial criteria. According to the notification, a total of 16 posts for Assistant Registrar have been established, classified under General Central Service, Non-Ministerial, Gazetted Group B, with a pay level of 6F (₹40,800-₹1,29,200).

The recruitment strategy emphasizes direct recruitment as the primary method, filling 70% of the vacancies. The remaining 30% of the posts will be filled through promotion or deputation. Candidates aspiring for the position must hold a Bachelor’s Degree from a recognized University or Institute, and the age limit for direct recruits is capped at 30 years, with a relaxation of up to 5 years for government servants.

Promotion opportunities are available for Inspectors or Junior Auditors who have completed three years of regular service, while deputation is open to officers from Central or State Governments, Union Territories, Autonomous Bodies, Public Sector Undertakings, Universities, or Recognized Research Institutions. Additionally, candidates must meet residency requirements as prescribed by any Act, Rule, Regulation, or Order in force in Ladakh. Notably, individuals involved in polygamous marriages, unless permitted by personal law, are disqualified from the recruitment process.

A two-year probation period is mandatory for newly appointed Assistant Registrars, during which they must complete a training course in Cooperative Management and pass the relevant examination. The rules also grant the Lieutenant Governor the authority to relax any of these provisions in consultation with the Union Public Service Commission (UPSC). Furthermore, provisions for age relaxation and reservations for Scheduled Castes, Scheduled Tribes, and other special categories remain unaffected by the new rules.

The new recruitment rules are expected to bring a streamlined, fair, and efficient process for appointing qualified candidates to the crucial role of Assistant Registrar in Ladakh’s cooperative sector, reinforcing the administration’s commitment to good governance and development.
