LEH: A number of delegations took up their issues and problems with the Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd) over the weekend, who issued several instructions to his administration for the resolution of the same.
A delegation comprising members of Ex-Servicemen Union Turtuk led by its President, Ghulam Abbas, called on LG at the Lieutenant Governor’s Secretariat. Commissioner and Secretary, Kacho Mehboob Ali Khan, IRS; Secretary to LG, Ravinder Kumar, IAS; Secretary, Michael D’Souza, IAS and Director, Health Services, Dr Motup Dorje, were in the meeting.
Abbas apprised the LG of the work on the Turtuk-Hanu Road being carried out by the Border Roads Organisation and requested early road completion. He raised several other issues, viz. sanctioning of sub-division status to Turtuk area; upgradation of Primary Health Centre (PHC) at Turtuk to Community Health Centre (CHC) due to the long distance between Turtuk and Disket; upgradation of Medical Aid Centre, Tyakshi to New Type Primary Health Centre (NT-PHC); the enhancement of rates of ponies being engaged by the Indian Army at forward posts of Turtuk and putting a check on the engagement of migrant labourers over locals, etc.
The LG instructed the Secretary, PWD, to ensure proper planning and keep the budget and duration of time in mind while carrying out project works. He also instructed the Director of Health Services to ensure the visit of a paediatrician and gynaecologist from CHC Disket to PHC Turtuk and doctors to MAC Tyakshi.
The LG stated that local labourers should be given preference over migrant labourers subject to their physical fitness, age and requirements of male/female labourers. He also instructed the Commissioner/Secretary of Labour to meet Army officials and suggest periodic reviews of rates of ponies being engaged by them.
Syed Shamsuddin, working as teacher, called on the LG at the Lieutenant Governor’s Secretariat. Commissioner/Secretary, Kacho Mehboob Ali Khan, IRS; Secretary to LG, Ravinder Kumar, IAS; Secretary, PWD, Ladakh, Micheal D Souza, IAS and Deputy Secretary, School Education Department, Ladakh were present in the meeting.
Shamsuddin apprised the LG of the non-inclusion of Bio-chemistry subject in the CBSE curriculum and requested the LG to make candidates with Bio-Chemistry subject eligible for the post for lecturer in Chemistry and Bio-Technology. He also informed the LG about the introduction of Bio-chemistry subject in Jawahar Navodaya Vidyalaya and Kendra Vidyalaya across the country.
Deputy Secretary, School Education Department, Ladakh informed the LG that the Bio-chemistry subject is not included in the CBSE curriculum and the affiliation of all the government schools of Ladakh with CBSE.
The LG directed Deputy Secretary, School Education Department, Ladakh, to form a committee under the chairmanship of Principal Secretary, School Education Department, Ladakh to examine the matter keeping in mind the future of students along with their employability as per the National Education Policy (NEP) 2020 norms.
Nasir Zaidi, Media Secretary, BJP Unit Kargil, called on the LG at LG Secretariat. Commissioner/Secretary, Labour, Kacho Mehboob Ali Khan, IRS; Secretary to LG, Ravinder Kumar, IAS and Secretary, PWD, Ladakh, Micheal D Souza, IAS, were present in the meeting.
Zaidi requested the LG to establishment the office of the Deputy Labour Commissioner at Kargil and the renewal of labour agencies of UT Ladakh.
Commissioner Secretary, Labour, Ladakh, informed the LG that there is only one Deputy Labour Commissioner in UT Ladakh while Assistant Labour Commissioners have been deputed to look into labour issues in both Leh and Kargil districts. He also informed that the renewal of labour agencies is withheld by the Ministry of Labour, Government of India.
The LG informed Zaidi that additional powers would be delegated to Assistant Labour Commissioners to settle labour issues. He also stated that UT Administration would follow the Government of India policy regarding the renewal of trade license of labour agencies.
