Building Bye Laws proposal to be tabled in JMC’s special house meeting on Jul 10

JAMMU: The much awaited Building Bye Laws implementation proposal–that will relieve people desiring a planned construction, will be tabled in a special house meeting of the Jammu Municipal Corporation fixed for July 10.

Sources in the JMC said that a proposal for implementing the Bye Laws will be tabled in the special house on July 10 and after passing it unanimously in the house, it will be sent to the Civil Secretariat and the Lieutenant Governor for final approval.

“As soon as the Building Bye Laws are implemented in the Jammu Municipal Corporation, people, not only those living in the posh areas but also in the old city, will get relief,” they said.

Sources said that if no objections will be raised, the JMC will starting functioning under new rules of Building Bye Laws most probably from November this year.

“With the implementation of the Bye-Laws, housing maps will be passed for building multi-storey buildings in the areas having lanes less than ten feet especially in old city areas, which earlier was not permitted,” they said adding that similarly, permission will also be given to construct ground floor and first floor in posh localities having such dimensions of the streets.

Presently, they said that under the Municipal Corporation Act 2000, the maps of the houses were not being passed due to non-fulfilment of the condition (10-feet lane) that piled up around 10,000 applications seeking No Objection Certificates (NOC) from the Corporation.

“Most of the applications were from the old city. In 2000 and 2021, despite the dimensions of the street from 5 to 6 feet, nearly one thousand applications were approved but were cancelled later,” they added.

“In old city and posh localities, due to narrow lanes construction of big structures and repairs was almost impossible and in posh areas, but despite that, multi-storey buildings were arbitrarily constructed following which guidelines were framed that came into force as soon as the Jammu Municipal Corporation was constituted in 2018,” said official sources.

They said that implementation of bye-laws will have advantages as people will go for construction of their dream house and housing maps will also be passed under new rules of the Bye Laws.

“The NOC will be issued by the Municipal Corporation within one month from the date of the application and apart from this, loan will also be available for construction,” sources said.

They further revealed that selling and purchasing of houses will also be facilitated under new rules, adding they said, “a discussion will take place in the special house meeting on July 10 and after it gets approved by all the members of the House unanimously, the proposal will be sent to the Lieutenant Governor for final approval.”
