Srinagar: The Jammu and Kashmir government on Wednesday called for repatriation of all such officers who have completed two years of tenure in the union territory of Ladakh on deputation within next one month.
According to the deputation guidelines issued by the General Administration Department here, Lieutenant Governor Manoj Sinha has directed that all the officers whose tenure has got completed as per the policy issued by General Administration Department dated 01-12-2022 must be repatriated preferably within next one month as per the policy guidelines.
All the pending representations regarding repatriation on health grounds must be duly examined within next one month and a clear view be taken in this regard under an intimation to such Officers and Employees, said the GAD.
Jammu and Kashmir has been providing the employees to the union territory of Ladakh, carved out of the former in 2019, under an administrative arrangement.
After the reorganization of the erstwhile state of Jammu and Kashmir, as many as 13465 employees have been apportioned to the union territory of Ladakh on the basis of options exercised by them and as per the provisions of Jammu and Kashmir reorganization act, 2019
On Wednesday, LG Sinha has asked the administrative departments to take the timely decisions on representations under other categories concerning repatriation without allowing them to languish for long period of time.
“In future all efforts be made to ensure adherence to the timelines and provisions of the policy under reference,” he instructed.
The GAD department, further underlined a number of specific instructions to all the Administrative Secretaries, seeking from them immediate necessary action.
“All the Administrative Departments shall submit proposals for repatriation of its employees who have completed two years tenure in the Union Territory of Ladakh and propose suitable replacements as per the Deputation Guidelines within a week positively, enabling this department to place the same for consideration of Competent Authority, keeping in view that all such cases have to be decided in the month of April only, in terms of Transfer Policy and Deputation Guidelines,” it said.
It added that all the Administrative Departments must get the representations examined, received from the employees for repatriation from UT of Ladakh on health grounds as per the provisions of the policy within 15 days in consultation with Health & Medical Education Department and take a clear view/ stand under an intimation to such representing officers/ employees.
“The representations preferred by the employees for repatriation from UT of Ladakh on other grounds shall also be decided expeditiously and the decision must be conveyed to the concerned employees,” it further reads.
Further, the Administrative Secretary, Health and Medical Education Department, has been requested to facilitate conduct of Special Standing Medical Board for all such cases referred in the third week of April, under an intimation to this department for ensuring that the cases are decided by end of the month of April 2023.
On Monday, the Jammu and Kashmir government had apportioned as many as 1221 employees to the union territory of Ladakh,
These include 112 employees of agriculture production department, one employee of animal sheep husbandry and fisheries department, one employee of ARI and training, four employees each of culture department and finance department, 163 employees of Food, civil supplies and CA department, 62 employees of forest, ecology and environment department, 13 employees of health and medical education department, two employees of higher education, nine employees of home department, 12 employees of horticulture department, 87 employees of industries and commerce department, 10 employees of jal shakti department, one employee of planning development and monitoring department, 107 employees of power development department, 122 employees of public works (R&B) Department, 35 employees of revenue department, 31 employees of rural development and panchayati Raj department, 331 employees of school education department, one employee of skill development department, 44 employees of social welfare department, 36 employees of tourism department, 13 employees of transport department, and three employees of youth services and sports department.
Meanwhile, Jammu and Kashmir administration on Wednesday repatriated Dr Tara chand, presently posted as incharge joint director of sheep husbandry department in Ladakh to union territory of J&K.
Chand has been asked to report in the agriculture production department J&K for further posting after proper relieving by the competent authority, in the union territory of Ladakh, an official order said.
