Leh, Mar 11: The Hon’ble Lieutenant Governor of Ladakh, RK Mathur, today met with Secretary, Ministry of Skill Development & Entrepreneurship (MSDE), Rajesh Agarwal, in New Delhi.
LG Mathur informed about the formation of Ladakh Skill Development Mission and the two Kaushal Mela held at Leh and Kargil, the pilot training programme on hairdresser skill in collaboration with Beauty & Wellness Sector Skill Council and the proposed Centre of Excellence by MSDE on Build–Operate–Transfer (BOT) model for Handloom & Food Processing in Leh and Kargil.
LG Mathur raised several issues related to skill development, viz. relaxation from Directorate General of Training (DGT) norms to allow State Council for Vocational Training (SCVT) passouts to go for Crafts Instructor Training Scheme (CITS) for at least three years; issues faced in applying for conversion of SCVT trades to NCVT on the DGT portal; release of funds by DGT/MSDE for short-term trainings; posting of a state engagement officer (SEO) in Ladakh to support LSDM; providing new targets for Ladakh under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) for 2021-22; sanction projects under Centrally Sponsored Centrally Managed (CSCM) scheme or Centrally Sponsored State Managed (CSSM) scheme and no funds sanctioned for LSDM, etc.
LG Mathur also requested to set different higher norms for funding under NSDC for Ladakh.
Directorate General, Northern India Textile Research Association (NITRA), Dr Arindam Basu, called on LG Mathur and gave a detailed presentation on setting up of a Common Facility Centre (CFC) in Ladakh for the processing of pashmina wool. Dr Arindam shared the objectives of setting up the CFC in Ladakh, viz. achieving optimum utilization of pashmina wool within Ladakh, making pashmina products locally with high quality; creating employment/self-employment opportunities for people in Ladakh by providing the required skill and making the facilities available to convert the raw material into pashmina products; getting recognition of pashmina products in national and international markets to build on the cultural heritage and the overall socio-economic growth and development of Ladakh.
