Kargil :- Chairman/CEC, LAHDC, Kargil, Dr. Mohd Jaffer Akhoon today toured Shargole Constituency.
He was accompanied by Executive Councillors, Deputy Commissioner Kargil, Councillor Shargole district and block-level officers and officials.
At Lotsum villagers highlighted several issues including the relocation of PHC to Bhaqnaq on NH1, the need for a bank branch, reconstruction of the high school, drinking water facilities, and the construction of a link road to Masjid-e-Kousar. Responding to these concerns, the CEC instructed the Chief Medical Officer (CMO) to prepare a Detailed Project Report (DPR) for the PHC under the National Health Mission (NHM) or in the upcoming financial year.
He directed the Rural Development Department (RDD) to include Farka Khul in the upcoming financial year. The Deputy CEO was asked to report on the dismantling of the high school and coordinate with the concerned department. For the link road, the RDD was directed to submit a report within 10 days.
The CEC also urged villagers to identify a suitable location for proposed JK Bank branch.
In Darket, the villagers raised issues including the reconstruction and remodeling of Farka Khul, construction of various link roads, and upgradation of the medical center.
Dr Jaffer Akhoon informed the villagers that the DPR for remodeling Farka Khul is ready and reflected in the Special Development Plan (SDP). He mentioned that the proposal for trauma centers is already under consideration at various locations by the LAHDC.
The CEC assured that all issues, including the UT Capex budget. He also instructed the Block Development Officer Shargole to manage the handover of the REW guest house at Darket and directed the Zonal Education Officer (ZEO) to propose an extension of rooms at Government Middle School in Darket.
At Wakha, issues such as the functioning of Rong Canal, JJM projects, lift irrigation, supply of drinking water, and fencing of Chomo Gompa were discussed. The CEC was impressed with the Council Model Middle School in Wakha, particularly commending the efforts of Headmaster Nissar Hussain. He announced a grant of Rs 1 lakh for immediate repairs to the principal’s office and another Rs 1 lakh for purchasing educational equipment for the children from the LAHDC Kargil’s Untied Grant.
A Mulbek villagers raised concerns regarding the Tourism Dak Bungalow, community hall, link road connectivity, and the handover of the Buddhist Study Center to the community. The CEC instructed the relevant officers to prepare proposals for these projects, ensuring the villagers are consulted and involved in the process. Executive Engineer PHE assured to provide water within 10 days to every household.
In Shargole, the CEC addressed issues related to Khul upgradation, road maintenance, community hall construction, and land compensation. He instructed the concerned departments to prepare a DPR for these issues to be reflected in future plans. He also addressed the shortage of teachers in the Middle School, particularly in subjects like Computer Science and Mathematics, and instructed the Deputy Chief Education Officer to take necessary action.
At Khachey, villagers expressed concerns regarding drinking water under the JJM scheme. The CEC instructed officials to conduct a resurvey to identify a water source that would benefit the villagers.
At Karamba the villagers requested for a public park, to which the CEC directed the Kargil Development Authority (KDA) to include it in future plans. He also instructed the RDD to prepare an estimate for the renovation or construction of a wooden footpath and assured the villagers that water supply would be commissioned within a week.
In Fokar Foo, villagers discussed the ongoing Fokar Foo and Sapi mountain dispute. The CEC instructed the Deputy Commissioner to form a committee with the Revenue Department for further action. Other issues such as road expansion, pipe repairs, ambulance services, and shortage of teachers were also addressed.
Villagers in Tingdoo requested a lift irrigation system, a playground, a veterinary center, and a marriage hall. The CEC assured them of necessary actions and announced a grant of Rs 2 lakh from LAHDC’s Untied Grant for the repair of irrigation pipes. Regarding other issues he assured to look into the matter.
In Nunamchey, the CEC was received with warm welcome as it was for first time CEC and Deputy Commissioner visited to hear the grievances of the people. The villagers raised concerns about water scarcity, solar lift irrigation, maintenance of old pipelines, and other issues. The CEC instructed the relevant departments to prepare DPRs for these projects to be reflected in future plans.
Dr. Jaffer Akhoon reaffirmed the commitment of LAHDC Kargil to the welfare of people and assured that all issues will be addressed in a phased manner.
