- New SIDCO, expanded healthcare, cutting-edge education facilities take shape

Leh, Aug 06: The Union Territory of Ladakh has undergone a remarkable metamorphosis since August 5, 2019, following the abrogation of Article 370, which marked its transition from a region within Jammu and Kashmir to an independent Union Territory. This pivotal change has empowered Ladakh to address its unique developmental needs with greater autonomy, leading to significant transformations bolstered by robust support from the Central Government.
Prior to 2019, Ladakh faced considerable developmental challenges, including a distinct socio-cultural landscape and perceived neglect by previous state administrations. The constitutional amendment, which annulled Article 370, has proven to be a turning point, granting Ladakh the autonomy necessary to drive its growth and development more effectively.
Since the announcement of the Prime Minister’s Development Package (PMDP-2015) in 2015, Ladakh has been a focal point for substantial development efforts. The ambitious package, valued at Rs. 80,068 crore and encompassing 63 projects aimed at transforming the erstwhile State of Jammu and Kashmir, has seen a notable portion dedicated to Ladakh.
Of the 63 projects, 9 were earmarked for Ladakh with a total investment of Rs. 21,441 crores. This initiative has proven to be a game-changer for the region, reflecting the central government’s commitment to enhancing infrastructure and overall development in the Union Territory. Notably, out of these 9 projects, one has been replaced by another if feasible, while two projects have been successfully completed. The remaining six are currently in various stages of execution.
In parallel with these projects, the financial support for Ladakh has seen a remarkable increase. The annual budget allocation for the region was significantly enhanced to Rs. 5958 crores for the fiscal years 2020-21, 2021-22, 2022-23, and 2023-24. This substantial increase in funding underscores the government’s dedication to fostering comprehensive growth in Ladakh, addressing both infrastructural needs and developmental challenges.
The increased budget allocation has facilitated a range of developmental activities, from infrastructure improvements to community welfare projects. The ongoing projects, along with the completed ones, are expected to bring about transformative changes in Ladakh, boosting its economic prospects and enhancing the quality of life for its residents.
The financial commitment to Ladakh has been substantial, with the annual budget allocation rising to Rs. 5,958 crore for the fiscal years 2020-21 to 2023-24. This increased funding has been critical in addressing the region’s development needs comprehensively.
Significant strides have been made in infrastructure and healthcare. The establishment of the Sindhu Infrastructure Development Corporation (SIDCO) with an equity capital of Rs. 25 crore aims to foster industrial growth. Healthcare infrastructure has seen substantial improvements, including the construction of a new 170-bedded hospital in Kargil, an increase in bed capacity from 842 in 2019 to 1,594 in 2023, a surge in oxygenated beds from 40 to 1,202, and the addition of 30 pediatric ICU beds.
In the education sector, Ladakh has flourished with the establishment of Sindhu Central University and new degree colleges. The introduction of ICT labs and smart classrooms in 170 schools has significantly enhanced the learning environment. The sports sector has also benefited, with the construction of open stadiums featuring Astroturf football fields, synthetic tracks, and state-of-the-art ice hockey rinks under development.
The region’s commitment to sustainable development is evident through various renewable energy projects, including the 550 KW Mini Hydro Project at Matayen Drass and a 50 MW solar power project in Phynag, Leh. Progress in power and road infrastructure includes the completion of the Srinagar-Leh 220 KV transmission line and 823.42 km of road construction.
Tourism has been bolstered with the introduction of seven new tourist routes and 14 trekking routes, generating new employment opportunities. The Integrated Solid Waste Management Plant (ISWMP) has been recognized for excellence, and the Greenhouse Project has seen the installation of 3,059 polycarbonate greenhouses. The promotion of organic farming is supported by the establishment of 3,204 vermicompost units.
Empowering local communities remains a central focus, with the Self Employed Women’s Association (SEWA) playing a vital role. A new center in Leh and a sub-center in Kargil have been sanctioned to train 2,000 women. The New Ladakh Home Stay Policy 2023 aims to develop traditional Ladakhi accommodations, providing local communities with various incentives.
Ladakh’s journey from the revocation of Article 370 to its current state of development highlights the transformative impact of autonomy and central support. With continued investment and strategic planning, Ladakh is poised to achieve a future characterized by sustainable growth, enhanced infrastructure, and a thriving local economy.
