LG of Ladakh Addresses Transport Union and Constable Recruitment Issues in Key Meetings

Leh 06 :- A delegation comprising members of All Ladakh Transport Association (ALTA) led by its Chairman, Shri Dorje Angchuk, called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat. Advisor to the HLG, Dr Pawan Kotwal, IAS; ADGP Ladakh, Dr SD Singh Jamwal, IPS; Commissioner/Secretary to the HLG, Shri L Franklin; DC Leh, Shri Santosh Sukhadeve, IAS and SSP Leh, Shri Shruti Arora, IPS, were also in the meeting.

Informing that eight unions are working as cooperative societies in Ladakh, Shri Angchuk highlighted the recent instructions issued by the Ladakh Police authorities to remove their personnel from the checkpoints installed at various places in Leh. He requested the HLG to allow their personnel to operate at checkpoints.

The HLG informed the members of ALTA regarding the issues flagged by other state transporters holding All India permit, the Indian Army and locals regarding the forceful unloading of loads from trucks by personnel of the local Truck Union to enable local trucks to ferry construction materials/loads to interior parts of Ladakh. He also informed the members of ALTA regarding the consequent need to provide security escorts for trucks carrying materials to install mobile towers in Ladakh.

Assuring to protect their rights, the HLG stated that the UT Administration would follow the law and asked members of ALTA to do the same and not to stop the operation of trucks with valid national permits within Ladakh. He also stated that the economic interest of the locals would be protected and asked the members of ALTA to hold a meeting with DC Leh and SSP Leh to discuss the issue.

A delegation comprising candidates aspiring for the post of constable in Ladakh Police led by Shri Feroz Ahmed called on the Hon’ble Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the LG Secretariat. Advisor to the HLG, Dr Pawan Kotwal, IAS; ADGP Ladakh, Dr SD Singh Jamwal, IPS; Commissioner/Secretary to the HLG, Shri L Franklin, IAS and AIG (Personnel), Shri Stanzin Norboo, were present in the meeting.

Shri Feroz informed the HLG that the appointment of 26 candidates who had appeared and cleared the recruitment examination for the post of constable in Ladakh Police has been withheld and requested clarification regarding their appointment.

Advisor to the HLG, Dr Pawan Kotwal, informed the HLG that reservation policy is followed during the recruitment process and 26 posts out of 209 were reserved for the economically weaker section (EWS) class. He also informed that only a few candidates had EWS certificates following which Ladakh Police has sought clarification if the posts reserved under EWS could be de-reserved and transferred to Scheduled Tribe (ST) candidates. He further stated that the Home Department informed the Ladakh Police that there is no such provision and existing rules may need to be amended for the de-reservation of posts. Dr Kotwal stated that the majority of the candidates would have been absorbed into Ladakh Police had the reserve list been operated.

The HLG inquired about the delay in operating the reserve list so that the majority of the 26 candidates could be absorbed into Ladakh Police. He highlighted the need to do it at the earliest for the convenience and benefit of aspiring candidates.
