Policy sets new benchmark for mountaineering expeditions in Ladakh

Leh 23:- In order to regulate the mountaineering and trekking activities in Ladakh and to make organizers and participants of such activities more responsible and accountable towards the fragile ecosystem of Ladakh, the Department of Tourism, UT of Ladakh has drafted ‘Ladakh Mountaineering Policy 2024’.
The draft has been placed in public domain for inviting comments/suggestions/ objections from the stakeholders/ public. Public comments/suggestions/objections can be sent within a period of 28 days from the date of publication of the notice on the official website of the Administration of Union Territory of Ladakh by e-mail or by post.
The policy aims to standardize regulations, enhance training for Mountaineering Tour Operators (MTOs) and guides; and implement mandatory environmental conservation practices, permits, and emergency response protocols.
With Ladakh’s breathtaking landscapes and iconic peaks such as Nun Kun, Kang Yatse, and Saser Kangri attracting adventurers and mountaineers worldwide, the new policy focuses on fostering responsible mountaineering expeditions that benefit local communities while preserving the region’s natural heritage.
The five key objectives of the Ladakh Mountaineering Policy 2024 include, Encouraging Sustainable Mountaineering, Recognition of Mountaineering Tour Operators, Economic Elevation, Inclusive Community Development and Enhancing Safety and Training.
The policy has emphasized on the professional execution of mountaineering activities through recognized MTOs and involving them in the value chain and leveraging mountain tourism to stimulate the local economy by creating job opportunities and supporting local businesses like MTOs, guides, and accommodation providers.
It has also called for extending direct benefits to local communities, especially those in remote mountain regions, through fair wages, skill development programs, and community-based tourism initiatives. Besides, it also emphasizes on establishing robust safety standards and training programs for climbers, MTOs, and guides to ensure safe mountaineering practices, reduce risks, and enhance the overall experience for adventurers.
Under the new policy, Mountaineering Tour Operators (MTOs) must meet specific criteria for registration, including proof of identity, residency in Ladakh, business incorporation details, essential equipment ownership, and staff certifications. The MTOs are also required to maintain proper documentation, adhere to safety guidelines, and follow prescribed environmental conservation practices.
Additionally, the policy outlines a fee structure for MTO registration and renewal, as well as a permit fee for mountaineering expeditions in Ladakh. The governing committee, constituted under the policy, will oversee safe and sustainable mountaineering operations in the region.
The Ladakh Mountaineering Policy 2024 underscores the Union Territory’s commitment to promoting responsible mountaineering, protecting its natural heritage, and ensuring the long-term sustainability of the region’s mountaineering economy. With a focus on environmental conservation, community development, and safety standards, the policy sets a new benchmark for mountaineering expeditions in Ladakh.
