Kargil, July 02: In a pivotal development aimed at expediting the infrastructure progress in Zanskar, Executive Councilor Punchok Tashi of the Rural Development Department (RDD) and Zanskar Development Authority (ZDA) directed the Sub-Divisional Magistrate (SDM) Zanskar to commence a comprehensive joint survey. This directive involves collaboration with the Revenue Department, NHIDCL (National Highways and Infrastructure Development Corporation Limited), and pertinent agencies along the Chibra to Padum stretch of NH-301.
The mandate of this survey is to meticulously ascertain the Right of Way (ROW), essential for facilitating uninterrupted advancement of the NH-301 project. Emphasizing the urgency dictated by the region’s constrained working season, Punchok Tashi stressed the need for accelerated construction efforts while upholding rigorous standards of workmanship.
The directives were issued during a crucial review meeting chaired by Executive Councilor Punchok Tashi at his office chamber. Attended by Councilor Karsha Stanzing Jigmat, SDM Zanskar Romil Singh (IAS), and senior officials including the General Manager of NHIDCL, the meeting focused extensively on critical facets of the ongoing infrastructure endeavor.
Central discussions revolved around strategic topics such as the redesigning of the Padum market area, four-lane widening with dividers, installation of street lighting, and rectification of areas encroached upon illegally. NHIDCL officials highlighted concerns regarding certain landowners who, despite receiving compensation payments, had encroached upon demarcated areas.
Responding to these challenges, Executive Councilor Punchok Tashi mandated the immediate initiation of a joint survey to ascertain ROW, crucial for unhindered project progression. Stressing the urgency due to the limited operational window, he underscored the imperative of maintaining uncompromising standards in all construction undertakings.
Regarding pending compensation matters, it was disclosed that the finalization of notifications under 3A for residual land compensation in Phase-7 and 8 is imminent, with issuance expected within a week. Additionally, NHIDCL’s appeal to the LAHDC Administration for intervention in ROW matters was acknowledged, alongside the recent appointment of an arbitrator by the UT Administration to resolve public grievances concerning compensation issues.
The meeting concluded with a resolute commitment to promptly address all outstanding concerns, ensuring the expeditious and efficient completion of NH-301. This vital infrastructure project is poised to significantly augment connectivity and foster comprehensive development across the Zanskar region.
