Jammu, Jan 18: In view of the candidates who have applied for compassionate appointment under SRO-43, 1994, the Jammu and Kashmir administration has asked the officers to adhere to the Standard Operating Procedures (SOPs) for verification of character and antecedents of candidates.

Official sources said that the government as per the circular issued, has asked all the administrative departments and appointing authorities invited towards the government order relating to the verification of character and antecedents from criminal investigation department (CID) in favour of the candidates selected by recruiting agencies, prior to issuance of formal appointment orders under the prescribes procedure for the purpose.

They said that the appointing authorities, on the receipt of attestation forms from the candidates, shall forward them with a covering letter (sealed and marked secret) in the form prescribed to the government order directly to the CID Headquarter for conducting the verification of the Character and Antecedents of the selectees.

“The CID shall conduct the verification of the character and Antecedents of the selectees and forward the same to the requisitioning authority within one month from the date of receipt of the list of selectees. In case the verification process in respect of some candidates requires more time, the CID may seek another one month in respect of such candidates only while forwarding the completed cases,” they said.

Official sources added that however, the entire time period in the verification process should not be more than two months under any circumstances and the appointing authority, on the receipt of the satisfactory verification report, issue the appointment order and the candidates in whose case the report is received at a later stage (after the part selection list is operated upon) shall on the receipt of a satisfactory verification report be appointed notionally from the date the earlier appointments are made.

“In case of receipt of an adverse report and on confirmation thereof by the State, Divisional, District Level Screening Committee, as the case may be, the appointment shall automatically stand cancelled without any notice. However, after rolling out of an online application portal namely “Employees Verification System (EVS)” for undertaking the process of Character and Antecedents verification of employees as per the instructions issued,” they said.

Official sources added that “Personnel Verification Rolls (PVR) of all candidates shall be submitted only through the online mode to the Criminal Investigation Department quarters for verification.”

Accordingly, all Administrative Departments and Appointing Authorities are enjoined upon to take note of the instructions for compliance, relating to the adherence to the timelines prescribed for verification of Character and Antecedents of candidates recommended by the recruiting agencies, they said adding, “all the Administrative Departments shall designate Officers of appropriate seniority, as ‘Nodal Officer’ for the purpose of coordinating and monitoring online Character and Antecedents Verification application forms submitted to CID, J&K through online portal (EVS).”

“In respect of cases wherein the Criminal Investigation Department is facing issues with regard to timely furnishing of online C&A verification report requisitioned for the purpose of appointment, the organization shall intimate the requisitioning authority well within the prescribed timelines indicating reasons thereof and seek more time for completion of the process as prescribed in terms of the government order No. 528-JK(GAD) of 2021 dated 21.06.2021,” said an official adding that the Criminal Investigation Department shall organize a ‘special training session’ for all such Nodal Officers to address the concerns with regard to submission of incomplete details in online forms and corrective measures to be taken by the Departments in facilitating submission forms as per the requirements.

The Nodal Officer shall ensure that the CID verification required for the purpose of appointments are properly tagged so that it is easy for the verifying authority to differentiate them from the CID verification sought for other purposes, they said and added, “the SIO, NIC, J&K, in consultation of CID, J&K may take appropriate up-gradation in the online portal to have such differentiation in place and the process shall be completed within a period of one month.”

Sources said that the Nodal Officer or requisitioning authority shall appropriately guide the candidates, at the time of submission of e-verification rolls to be considered for appointment on the recommendations of recruiting agencies, to ensure that the forms submitted are in order and all necessary/required information is disclosed, adding, “once the e-verification rolls are submitted to CID, it shall be the responsibility of the Nodal Officer to follow-up the verification process and timely reminders shall be issued to CID after every 15 days in case the reports are not received.These instructions issue with the approval of Competent Authority.”
