Leh, Oct 13: The UT administration of Ladakh have ordered cancellation of all the adhoc attachments in the School Education Department (SED) and constituted a committee to look into the genuine grievances. Further, a permanent mechanism is being devised to rationalize the staff in all the government run schools in Ladakh.
It was informed by Principal Secretary, School Education Department, Sanjeev Khirwar while addressing a press conference at Civil Secretariat here this afternoon. He was flanked by Commissioner/Secretary, Information Department, Padma Angmo and Director, School Education, Tsering Paldan.
The Principal Secretary revealed that all the attachments were adhoc in nature and done in an arbitrary manner and there were several complaints of pick and choose in that process. “The teaching staff was posted against non-teaching positions and the non-teaching staff was posted somewhere else and surprisingly some were posted at houses,” he disclosed.
“We have detached all such people and most of them have already reported at their original places of posting. There must be some genuine cases also for attachments but for the time being all have been asked to report at their original place of postings. In the meantime, we have framed a committee which will look into the genuine grievances, including the medical cases, and make recommendations completely on the basis of merit,” he further said.
He also said that a permanent mechanism was being devised to rationalize the teaching and non-teaching staff in the govt schools across Ladakh. “There are many schools where enrolment has considerably increased owing to various factors and there is a need to increase the staff strength. We have already completed our exercise in Leh district in this regard and within next week, the same will be done for Kargil district as well,” he informed.
Instead of making adhoc arrangements, we will transfer the posts to those schools where there is more requirement of staff. We will make recommendations to the competent authority in this regard for necessary action.
Khirwar also spoke on the issue related to CTET eligibility for teachers’ recruitment. He said, “There was a confusion regarding CTET eligibility in Recruitment Rules. Only CTET was mentioned in RRs and no distinction was made between CTET-I and CTET-II. Now, we have clarified that all the eligibility conditions will be in accordance with Govt of India norms prescribed by NCTE.”
He explained, “CTET-I qualified teachers can teach only upto 5th standard while CTET-II qualified can teach up-to 8th standard. This elaboration was missing in RRs. The ongoing recruitment of teachers will be strictly done in accordance with NCTE norms. Recently the CTET examination was conducted in Ladakh and several youths qualified the same. We advised that the aspirants of teachers’ job shall appear in the upcoming CTET examination and qualify the same.”
