LEH: Taking cognizance of the complaint of Executive Councilor LAHDC Leh, Tashi Namgyal Yakzee against the CISF personnel deployed at Kushok Bakula Rinpoche (KBR) Airport, Lieutenant Governor of Ladakh, Brigadier BD Mishra (Retd) on Tuesday called for reviewing and reframing the protocol at Airport to prevent recurrence of such incidents, sources in UT Administration divulged.

Sources said that LG Mishra chaired a meeting to look into the complaint of Executive Councilor Tashi Namgyal Yakzee. Advisor to LG, Dr. Pawan Kotwal; CEC LAHDC Leh, Adv. Tashi Gyalson; EC Tashi Namgyal Yakzee, DIG Ladakh Sheikh Junaid, IPS; and Deputy Commandant CISF (Airport Security), Arvind Sharma were present in the meeting.

As per sources, DIG Sheikh Junaid was directed by the LG to conduct inquiry into the alleged incident of misbehavior with the Executive Councilor on 8th of June, 2023 at KBR Airport. “The DIG briefed LG about his findings and explained the situation under which the CISF personnel deployed at Airport didn’t allow the EC to enter the Airport where he had gone for reception of His Eminence Youta Rinpochey,” they added.

“The EC had obtained the Airport Entry Permission (AEP) but he was not carrying the hard copy of permission which led to denial of permission to him to enter the Airport. Also, no prior communication was made from Council Secretariat to Airport Security about the arrival of EC at Airport along with his Vehicle Number,” sources divulged citing the inquiry report submitted by DIG Ladakh.

According to sources, the LG reportedly reprimanded Tashi Yakzee for not carrying the hard copy of Permission letter and also expressed anguish over the alleged behavior of CISF personnel. The LG ordered for constitution of a committee to look into the incident and also to review and reframe the SOPs for entry at Airport.

However, the Deputy Commandant CISF maintained that deposition of his personnel before the committee will only be possible with the directions from concerned authorities.

When contacted, Advisor to LG, Dr. Pawan Kotwal said, “The issue of complaint against the CISF personnel by Executive Councilor LAHDC Leh, Tashi Yakzi was discussed in the meeting. The Hon’ble LG directed for review of protocol at Airport and emphasized on its reframing, if required. He also emphasized on maintaining communication so as to prevent such incidents.”

Meanwhile, Executive Councilor, Tashi Namgyal Yakzee downplayed the incident and termed the same as an act of miscommunication.

Pertinent to mention here that Yakzee had forwarded a complaint to LG against the conduct of some Central Industrial Security Force (CISF) personnel deployed at Leh Airport citing his unpleasant experience during visit to Leh Airport on 8th of June, 2023. He had gone to Airport for Reception of H.E Youta Rinpochey.
