DC Kishtwar chairs one day Conference and awareness programme of Sarpanches, Panchayat Mentors

Kishtwar, December 02: District administration  Kishtwar in collaboration with Department of Rural Development and Panchayati Raj today organised one day Conference of  Sarpanches and Panchayat Mentors of to sensitize them about various government initiatives for the effective   implementation and monitoring of the development and welfare schemes.

The programme was chaired by Deputy Commissioner Ashok Sharma in presence of ADDC Sham Lal; ADC Kishori Lal Sharma; SDM Chatroo Inderjeet Parihar; SDM Paddar Varunjeet Singh Charak; SDM Marwah Dr Mohsin Raza; ACD  Kishore Singh Katoch, ACP Zakir Hussain Wani; DPO Sunil Bhutyal; ALC Amit Kumar, Sarpanches  besides other District and sectoral officers.

At the outset, the Deputy Commissioner apprised  the Sarpanches in detail about the various pro-people initiatives taken by the government of UT of J&K under umbrella Campaign which includes “Aapki Zameen Aapki Nigrani”; Yogyata Se Rojgar Mahotsav; Janta Ki Scheme-Janta Ki Bhagidari; One Person One Golden Card; Har Ghar Nal Se Jal; Berojgar Se Swa-Rojgar; Har Kam Ki Shuruat; Har Gaon Swachh Gaon; Har Gaon Hariyali; Har Ghar Dastak.

He said that a gazetted officer which includes senior officers above Naib Tehsildar rank have been nominated as the “Panchayat Mentors” who along with the  Youth Clubs will ensure the implementation of  the unique initiative of the Govt of J&K at grassroots level.

He gave a detailed resume  of  the role and responsibilities of the Panchayat Mentors.

He said that the role of Panchayat mentor  is to act as a bridge between public and Administration on the one hand and on the other hand to assist the PRIs in  bringing transparency at grassroots level.

He urged the PRIs to work in a collaborative and responsive manner with  these Panchayat Mentors to take periodic meetings besides to  mobilize the youth club members to work at grassroots level to meet their aims and objectives.

He further explained the redefined role of the Panchayats in the planning and development process and called upon Sarpanches to make positive contributions towards grassroots development.

The DC asked Sarpanches to formulate charter of demands in respect of each Panchayat and raise the issue during the grievance redressal camps and meetings.

He urged the PRIs to sensitize the youth of their area to come forward and get benefitted of various employment schemes.

The DC informed the government has set a target of benefiting a minimum of 05 youth of each Panchayat halqa under self employment schemes in Mission Mode. However, he said that  it is not a limitation  as more  interested youth  can benefit from the schemes.

Meanwhile, it was also informed that Mission youth J&K has launched 08 Schemes to cover the different types of youth under different self employment schemes. Viz  Mumkin ( Transport Sector); Tejeswini (Women Empowerment); SAHAYETA (Youth in Distress); Rise Together- (Community Entrepreneurship); Youth Innovation Scheme; Tourist Village Network; Spurring Entrepreneurship and  Dental care training.

The DC also urged PRIs to spread mass awareness about “AAP KI ZAMEEN AAP KI NIGRANI”- the online digital platform containing digitized revenue records. He said the platform ensures easy access to land records, which will save both their time and energy in getting their crucial revenue documents.

Later a video clip regarding the “Apki Zameen Apki Nigrani” was also screened to sensitize the Sarpanches about how to access the online land record system.

Meanwhile, in another programme held under Yogyata se Rozgar Mahotsav, the newly appointed Class IV candidates were felicitated by the district administration and DC Kishtwar congratulated them for being a part and product of transparent recruitment process carried out by the UT Govt recently.
