Srinagar, August 12: In yet another move to bring more transparency and accountability in the governance system, Lieutenant Governor, Manoj Sinha today launched PROOF: ‘Photographic Record Of On-site Facility’ application here at Civil Secretariat.
Speaking on the occasion, the Lt Governor observed that this new intervention made by the Government for uploading complete geo-tagged photographs will have larger impact on monitoring & completion of projects.
Henceforth, no bills shall be entertained in the treasury unless photographs of projects are uploaded. The image evidence of all the projects shall now be available for public on EMPOWERMENT portal, added the Lt Governor.
We are laying special emphasis on taking government’s working to the people. Under initiatives like JK BEAMS, EMPOWERMENT, all the relevant information relating to key aspects of project implementation has been put in public domain, said the Lt Governor.
‘PROOF’ is a part of the Government’s endeavour to bring transparency in the governance system by enabling citizens to overview the works being executed, thus ensuring their active involvement in the development process, he further added.
Dr. Arun Kumar Mehta, Chief Secretary, while highlighting key features of the new initiative of Finance Department said that the geo-tagged photographs of the works will be uploaded, while preferring bills in the concerned treasuries against the budget allotted through BEAMS application will complement government’s efforts in ensuring transparency in the execution of projects.
Besides getting the details regarding Work Information, Cost Estimation, Geographical Information, Completion Level, Budget Register (TimeLine), now the public can get the image evidence of the work done at the click of a button.
Developed by NIC, the app was launched with uploading of the geo-tagged photographs of the work done so far under the project viz upgradation by way of face-lifting old block Civil Secretariat Srinagar Front Block.
