Leh, February 12: The Lieutenant Governor of Ladakh, R K Mathur paid his first visit to Hanle village in Changthang region yesterday. On the first day of his tour, LG Mathur visited the nomadic tents called Rebo and interacted with the nomads residing there and villagers of Anley. The LG was also called upon by various delegations to apprise him of their grievances and demands.
A delegation led by Ishey Spalzang, Councilor Nyoma submitted a memorandum to the Lt. Governor highlighting the needs for granting district status to Changthang, cover Nyoma sub-division with the northern power grid transmission line, installation of Jio Mobile tower, creation of Changthang Development Authority, installation of Inmarsat satellite phones at various locations, Actual Line of Control certification in favour of border students, up-gradation of PHC Nyoma to sub-district hospital and MAC Hanle to PHC, to centralize Middle School Muth and Tsaga by upgrading it to High School, opening of Degree College at Nyoma, creation of new CD block at Hanle and Koyul, delimitation of Sarpanch, halqa and to make Muth Airstrip functional.
Sarpanch, Anley Panchayat in his representation requested the Lt. Governor for up-gradation of BSNL network from 3G to 4G and to provide JIO network connection, open a Primary Health Centre in Anley, provide Actual Line of Control certificate for job reservation for residents of Anley being on the zero borders, promotion of tourism and tracking routes and to extend the grid connection from Alchi powerhouse to Hanle from Nyoma, etc.
A delegation of Nambardar and Panch of Hanle Punguk called upon the Lt. Governor and made the request to grant block status to Anley, up-gradation of the medical centre of Punguk to full-fledged PHC with adequate medical staff, separate panchayat halqa to Hanle Punguk, regularize lands under Revenue Act, provide houses to BPL families under Pradhan Mantri Indra Awas Yojana, recognise villagers of Anley under Border Resident Identity and to improve road conditions.
Tsering Dawa, Nambardar, Tibetan Nomadic Settlement of Punguk village, Hanley in a representation to the Lt. Governor, requested to allot work under MGNREGA to77 Tibetan refugees along with the other residents of Changthang and to complete the fencing of TR settlement camp at Punguk village in Anley. A representative of Hanley monastery also met with the LG.
The Lt. Governor gave a patient hearing and assured them to take up the issues with the concerned for consideration.
LG Mathur also visited the Indian Astronomical Observatory located in Hanley, Ladakh guided by Engineer Incharge, Dorje Angchuk.
Mr Angchuk apprised the Lt. Governor about the infrastructure, equipment, staff and functioning of the observatory in detail. Through a power point presentation and a documentary film, he highlighted the potential of creating a dark sky sanctuary in Hanle and submitted a proposal for the same to promote the dark skies as a unique community asset and part of local and national heritage.
The Lt. Governor appreciated the Astrophysics team at Hanle for the work they are doing. He informed about the initiatives taken by UT Administration in consultation with various Government of India agencies and scientific institutes to promote Astronomy and Astro Tourism in Ladakh. He said that consultation shall be done to consider making Hanle a Dark Sky Sanctuary.
Today, on the second day of his tour, the Lt. Governor paid visit to Hanle monastery and its museum. He laid emphasis on the preservation and archiving of the scriptures and artefacts in the monasteries considering their heritage value.
