CEC Gyalson reviews Capex Budget 2020-21 of Leh District

Leh, Jan 15, 2021: To review the progress and status of Capex Budget 2020-21, the Chairman/Chief Executive Councillor, LAHDC, Leh, Advocate Tashi Gyalson chaired a day-long meeting with district officers and concerned head of departments (HODs) at the DC-Conference hall today. 

 

 

The meeting was attended by Deputy Commissioner/ Chief Executive Officer, Leh Sachin Kumar Vaishya, Superintending Engineer (SE), Chief Planning Officer Leh, Tsewang Gyalson, PWD, Pradeep Sharma, Leader of opposition and Councillor Lower Leh, Tsering Namgyal, Councillor Upper Leh, Stanzin Tsepag, Councillor Phyang, Tundup Nurboo, Councillor Basgo, Tsering Nurboo, Councillor Sku-Markha, Sonam Norbu and all concerned HODs. 

 

 

Major departments reviewed their projects which includes departments like Health, Information Technology, projects under the Mission Organic Development Initiative (MODI) scheme, Wildlife, Youth Services and Sports, Urban Development, Employment, Animal – Sheep Husbandry, Agriculture, Horticulture and Education. Other departments reviewed are Forest, Public Health and Engineering (PHE), Labour Welfare, Fisheries, Transport and Communication, Labour Welfare, Information, Rural Development Department, Tourism, Degree College Leh, ICDS, Soil Conservation, Granges, Cooperative, Revenue, I&FC, CCDF, DIC etc. 

 

 

To ensure the implementation and timely completion of quality based projects and to avoid repeated tenders & paper works, a decision was made in the meeting that from next financial year tenders will be invited on an estimated cost of the project rather than annual allocation. CEC said that this will help the concerned contractors to finish the allotted works responsibly and accountability can be fixed on one contractor. He further directed all officers to ensure 100% expenditure in every sector and all physical work to be done as per allocation.  

 

 

Taking note of the delay in implementation of allocated work and expenditures, CEC Gyalson directed concerned HODs and engineers to speed up the process within the given time frame. DC, Leh Sachin Kumar directed concerned HODs to submit a proposal for re-adjustments of pending works to the office of Deputy Commissioner, Leh by Thursday, 21st of January. He instructed departments to surrender unexpended funds to the DC office which will be utilized to allocate for other required departments. 

 

 

 

While reviewing the status of the wildlife department, CEC directed wildlife warden to look into the re-settlement of human habitat in wildlife protected areas and also directed to complete fencing work and its expenditures soon. 

 

 

CEC Gyalson directed concerned HODs to ensure proper record of public demand/grievances forwarded from CEC office and to intimate status report positively.

 

 

Councillors of the respective constituencies inquired about the progress and status of different projects in their respective constituencies. They suggested ideas and solutions for timely completion and redressal of projects and issues.

 

 

CEC Gyalson directed Assistant Commissioner Development (ACD), Leh to submit a proposal for setting up of a proper team including Draft-men at block level to reduce paper work-load at the main office of ACD, Leh to speed up paper works. The meeting also discussed the posting of planning and accounts staff in all the major departments to ensure proper planning and formulation of annual plans.

 

 

 

CEC Gyalson and DC Sachin highly appreciated the tireless dedication and services from the Executive Engineers (Xen) and all officers of various departments of the district. They requested officers to continue the good work in future as well. 

 

 

CEC will chair a meeting after one month to review today’s meeting direction and the targets assigned to various departments.
