Srinagar, May 20: In a significant development, Jammu and Kashmir government on Wednesday constituted a high-level panel headed by Advocate General D.C. Raina to work out a mechanism for speedy disposal of litigations pending before the High Court and tribunals.
The three-member panel also comprising commissioner secretary, General Administration Department Farooq Lone and administrative secretary , Department of Law, Justice and Parliamentary Affairs, Achal Sethi has been mandated to evolve a mechanism to expedite disposal of petitions pending before the High Court and other tribunals/ benches in the Union Territory.
The committee has been constituted following a communiqué from Raj Bhavan.
According to its terms of reference, the committee after comprehensive review of all the pending litigations in coordination with all the departments / Public Sector Undertakings etc. shall workout a roadmap to clear the pendency with the stipulated timeframe.
The panel to be service by Law department would finalise its report within 15 days.
It will also suggest a mechanism to evaluate law officers vis-à-vis disposal of cases to them. It is worthwhile to mention that performance of law officers has often come under question in Jammu and Kashmir.
Most of the controversies during PDP-BJP regime were created due to inept handling of cases by government counsels in the High Court.
