Leh: The Chairman /Chief Executive Councillor LAHDC Leh Gyal. P Wangyal for the first time after becoming Chairman of the Hill Council Leh visited Markha village, one of the most backward and remote village of Leh by foot yesterday.
CEC on a one day extensive tour of Skyu-Markha constituency along with Executive Councillor for Agriculture Phuntosg Stanzin, Councillor Skyu-Markha Sonam Norboo, district and sub divisional level offices and engineers headed by District Superintending Engineer PWD, Leh Pardip Sharma and ACD, Leh Tsering Paldan visited Skyu-Kaya, Markha and Chiling villages and listened to the grievances and demands of the villages including Chalak, Hankar, Doltokling, Sumdha-Chanmo, Sumdha-Choon, Sumdha-Dho, Izangs, Tsogsti etc so that their genuine demands would be incorporated in the upcoming 2020-21 Capex budget of Hill Council Leh being formulated at Rs. 234 crore and other major centrally sponsored schemes.
Responding to some common and major demands of the Skyu-Markha valley including installation of mobile towers, extension and blacktopping of Skyu-Markha road up to Hankar and connecting the valley with power line, CEC Wangyal said that the construction of Skyu-Markha road started with Rs. 4 Crore fund and for the year 2019-20 Rs. 35 lacs was allocated and for survey of road from Markha to Hankar Rs. 9:00 lacs was kept out of which Rs. 4:00 lacs was expended.
He said that Council is giving top priority to connect far-off and remote villages of Leh and assured that a good expendable amount of funds will be allocated for the same road in upcoming 2020-21 Capex budget and reiterated that after becoming UT there will be no dearth of funds in Ladakh. He said that to de-notify villages from wildlife Centuries in Ladakh, a committee of UT Administration is already constituted so that villages which are facing problems due to wildlife acts and rule could be solved and developmental activities could be carried out.
Regarding installation of mobile towers in the valley, Wangyal said that under USO funding 24 Nos of Mobile Towers are sanctioned in Leh out of which two mobile towers are in Skyu-Markha valley and installation works will resume soon. He said that another 41 list of mobile towers were already submitted with concerned ministry and added that all DSPT will also be made functional in the month of May –June 2020.
To connect Skyu-Marka valley with main power line, CEC said that under DDUGJY electric poles and lines are partially lied in the valley and directed engineers of PGCIL, TATA to connect main line between Chilling and Tsachu-thang bride which was held due to landslide prone areas along the road and hoped that entire valley will be connected with main power line this year only.
CEC and EC Agri Phuntsog awared people about number of schemes launched by Modi Govt. including PM Kisan Man Dhan Yojana, PM Surakash Bima Yojna, KCC, PM Kisan Samman Nidhi Yojna, Jal Jeevan Mission etc and appealed people to take maximum benefit from these schemes.
EC Agri also awared farmers about the upcoming Rs. 250 crore Mission Organic Development Initiative (MODI) of LAHDC, Leh aimed at to convert Leh district into organic and sustainable farming region and said that implementation of MODI in valley like Skyu-Markha would be easy as this valley is already not using chemical fertilizers and urged farmers to be ready for implementation of all agro based schemes.
Giving patient hearing to all the major and minor demands including drinking water facilities, construction of new irrigation canals and restoration of old ones, protection bunds along Nallahs, restoration of Solar Power Plants, construction of community halls, chain link fencing to protect crops from wildlife animals, opening of medical and veterinary centers, water pond etc, CEC on spot directed concerned HODs to do needful at the earliest.
Councillor Skyu-Markha Sonam Norboo highlighting issues and demands at all the visited villages hoped that all pending and genuine demands of his constituency will be addressed in upcoming working and financial year.
